The CBAM Registry System and ACD Application Guide

What Is the CBAM Registry?
The CBAM registry is the EU's central electronic platform for managing certificate purchases, declaration submissions, and verification processes. During the definitive period, access to this system becomes one of the preconditions for continuing to import into the EU.
What Is Authorised CBAM Declarant (ACD) Status?
ACD (Authorised CBAM Declarant) status authorizes a party to import CBAM-covered products into the EU. Parties without this status can't import CBAM-covered goods once the definitive period begins.
ACD status is usually obtained by the EU-based importer — but as the exporter, you're responsible for providing the data and documentation your importer needs to complete that application smoothly.
Who Should Apply for ACD Status, and How?
The application process begins with the importer applying electronically, through the registry, to the competent authority in their own member state. The application requests information on the importer's corporate details, financial standing, and capacity to meet CBAM obligations.
Supporting information you may be asked to provide as the exporter during this process includes your product scope, your production process, and any emissions data you already have.
Why Application Timing Matters
ACD application processing can take longer during busy periods. Having your importer partner's application completed before the definitive period begins is critical to avoiding a disruption in your trade relationship.
Leaving the application to the last minute can lead to unpredictable delays for both your importer and you.
